Please note that this is a part time role working remotely (with occasional visits to West London Schools) Monday: 10:00 - 18:15 (60 minute lunch) Tuesday: 10:00 - 18:15 (60 minute lunch) Thursday: 14:15 - 18:15 (30 minute lunch) An exciting opportunity has arisen arisen within a top performing inner london local authority Role purpose The governance professional role is critical to the effective and compliant operation of a school governing body or trust board. This role must have oversight of each designated schools governance management, is the first point of contact for governance and will lead on advising the school governing boards on the various legal and regulatory frameworks, as well as good practice governance. Managing includes the approval process for all statutory policies for delegated levels of approval and planning for when and how this is coordinated with the school, reviewed, approved, recorded, and published. Systems are created by the clerk. Expert knowledge on a range of school compliance requirements as well as governance, also can mean training governors on what their role is, either individually, a group or whole board. This role will be expected to provide expert ad-hoc governance support for HR, exclusion, and complaint hearings. Admissions, exclusions, complaints, HR, Headteacher recruitment and performance management, school teachers pay and conditions, Ofsted inspection framework, financial frameworks, collaboration regs, federation regs, charity commission requirements, company house requirements etc Secure the continuity of school governing board business, manage sensitive data appropriately and observe confidentiality as outlined in law and other requirements. Lead on all administrative and organisational support to the governing board, committees and provide any necessary follow up actions. Create new systems for ever evolving governance, inform the templates for the service as well as the schools. Manage, create, and develop effective systems on the governance management platform and train governors in their use. Have an extensive and practical experience of a governance professional, keep up to date with the relevant education, governance, charity and company laws and regulations that impact on school governance in order to ensure the governing bodies/trust boards are given good advice and guidance. Support them to be fully compliant with statutory requirements. Understand the risks associated with governance, advice, and guidance, have accountability for the governance professional role within that and understand the consequential impact for the school, staff and pupils, the governing body, the governance professional and the local authority (LA) in non-compliance, reputation, and the service delivery. Termly attendance and participation on the LA’s Clerk Network to share practice and support professional development. The governance professional clerk needs to work effectively with the Chair of Governors, the headteachers and other governors in the schools in which he/she is appointed in the delivery of the contracted service. Build effective professional relationships with all governors, school leaders and staff and officers of the LA to enhance the effectiveness of the school governance and build on the reputation of the service. The Governance Professional must be able to deal with challenging conversations with heads, Chairs and/or governors around non-compliance, new solutions and guidance, conflict, and problem resolution etc The governance professional will be assigned a minimum of four schools dependent on the size of the contract service model and deliver a high quality and responsive school governance service to he borough’s contracted schools wherever they are based. Manage a range of conflicting governance priorities to meet the educational and financial performance governance, statutory deadlines and service delivery standards set by the the borough’s LA School Governor Services. With a minimum of four schools with the same deadlines for budgets, returns, filing reports to meet statutory regs, the governance professional will need to manage diaries, negotiate the movement of meetings and management on workload to ensure all schools deadlines are met. Will need a level of flexibility in working hours to achieve this. This is a frequent occurrence when managing workloads across more than one school who have the same deadlines. The governance professional clerk reports to the Strategic Schools Governance Lead and the clerk will need to have the ability to adapt to sometimes differing processes and expectations. This role will be integral to creating a service delivery that implements good practice governance and raises the professional profile and standards of clerking and building a reputation with the LA as a trusted partner. The governance professional will have a direct impact on the growth and sustainability of the LA governor services traded offer, and have a front facing role working directly with schools and governors.
